The Opportunity

Are you an experienced Project Manager who can lead complex change with confidence, pace, and clarity?

Liberata is looking for a Project Manager to join our Business Change team. This is an opportunity to lead projects that improve services, strengthen operational delivery, and support better outcomes for clients across the public and private sectors.

You will play a key role in turning agreed objectives into well-managed delivery. Working with senior stakeholders, operational teams, and clients, you will take ownership of projects from scoping through to implementation and closure. This role will suit someone who combines strong project discipline with sound judgement, commercial awareness, and the ability to keep delivery moving in complex environments.

Knowledge of local government systems and solutions, particularly Revenues and Benefits, would be highly beneficial.

What you will do

  • Manage the scoping, planning, and implementation of change, ensuring that delivery remains aligned with agreed benefits
  • Maintain key project documentation, including Project Brief, Project Initiation Document, Project Plan, RAID Log, milestone reports, project closure reports, and board reports
  • Take ownership of project budgets and financial tracking
  • Actively manage change, risks, and issues, putting contingency plans in place where needed
  • Prepare Project, Stage, and Exception Plans, ensuring delivery plans are realistic and progress is monitored effectively
  • Communicate progress to senior management and client managers on a weekly and monthly basis against agreed measures
  • Support innovative approaches to solutions and implementation
  • Work closely with team managers to identify and address local resource and delivery challenges
  • Provide oversight across multiple projects where required, whether directly managed by you or others across the wider delivery environment

What we are looking for

  • Proven project and change management experience
  • The ability to coordinate different audiences and teams to achieve a common goal
  • A strong understanding of planning, controlling, organising, evaluating, budgeting, and staffing
  • Presentation and negotiation skills
  • Financial tracking capability
  • Strong planning skills using MS Project or similar tools
  • Experience managing project and programme risks and issues
  • The ability to produce high-quality project plans and reports
  • Experience managing change through third parties and remote delivery teams
  • Excellent written and verbal communication skills
  • The ability to bring forward practical and innovative ideas
  • The resilience to deliver complex and demanding projects
  • A commercially focused, results-driven approach and the credibility to build confidence with stakeholders quickly
  • Previous, relevant line manager experience is desirable

Security checks

All successful candidates must meet the government's Baseline Personnel Security Standard.

For external candidates, this includes a basic criminal record check for unspent convictions and an annual adverse finance check covering CCJs, IVAs, bankruptcies, Scottish decrees, or Administration Orders.

For internal candidates, an annual adverse finance check will be required.

If these requirements are not met, an offer may be withdrawn.
