Administrative Visiting Officer - Adult Social Care Recovery

This is a Temporary, Full Time vacancy that will close in {x} days at {xx:xx} BST.

A Visiting Officer is required to join the Corporate Visiting Team to provide a comprehensive customer focused service within the adult social care arena.

Key tasks and responsibilities:

  • Issue reminders in accordance with specified recovery cycle for debt type.
  • Proactive recovery of debts including outbound calling, issuing of letters, organising interviews in Hounslow House and arranging home visits to obtain payment or agreement to a payment plan.
  • Dealing with correspondence and payment queries, referring disputes to the relevant service departments in a timely manner, escalating concerns over vulnerability or safeguarding to the Council in line with agreed procedures.
  • Undertake early intervention on unpaid invoices to prevent debts accumulating as well as engage with clients with large debts to ascertain what actions are required to secure payment.
  • Taking payments through LBH online service.
  • Make detailed referrals and recommendations to LBH Social Care and LBH Legal Services.
  • Liaising closely and reviewing cases with LBH Social Care, LBH Legal (HB Law), Financial Assessment, Client Financial Affairs Service and Accounts Receivable.
  • Establishing whether a Deferred Payment Agreement (DPA) could be appropriate and liaising with the Financial Assessment Team to progress.
  • Preparing detailed reports for LBH Social Care and LBH Legal (HB Law) to enable further action to be taken through the court service.
  • Identifying vulnerability and establishing whether a client lacks mental capacity and requires referral back to LBH Social Care.
  • Preparation of proposals for recovery action for submission to LBH Social Care in respect of debts for potentially vulnerable debtors.
  • Ensure that the status of all debts are recorded, monitored and updated on the appropriate systems and control spreadsheets.
  • The post holder is required to take reasonable care of the health and safety of themselves and other persons who may be affected by their work, to comply with the Health and Safety Policy and to co-operate with Liberata on health and safety matters at all times.

Essential Skills and Attributes:

  • A good level of experience of debt recovery in an Accounts Receivable section and an understanding of social care charges.
  • Good understanding of Financial Assessments and DPA.
  • Excellent communications skills, both verbal and written with the ability to communicate effectively with older and or vulnerable clients.
  • Educated to GCSE level or above with English and Maths of Grade ‘c’ or above.
  • Numerate with good IT skills including Microsoft Excel, word, Outlook and Access.
  • Attention to detail and able to work to a high level of accuracy.
  • Customer focused.
  • Organised and able to meet deadlines and targets.

Contract type: Full time 37 hours per week / 1 year fixed term
